NSA Agent Jailed for Alleged ‘Leaking’ Sensitive National Security Intelligence to Former Speaker Fonati Koffa And Others

Defendant Alex D. Dolewon age 40 yrs, an agent of the National Security Agency (NSA) has been jailed at the Monrovia Central Prison for allegedly endangering the lives of top NSA officers and leaking sensitive security intelligence to former speaker J. Fonati Koffa.

The Monrovia City Court on Tuesday, January 21, 2025, ordered the detention  of defendant Dolewon  pending prosecution for the crimes he allegedly committed.

Court record shows that on December 12, 2024; the defendant was arrested, acquainted with his Miranda rights, investigated, and subsequently charged with crimes of unlawful disclosure of confidential and sensitive information and recklessly endangering another person , predicated upon a  complaint filed by National Security Agency (NSA), Government of Liberia.

Court record showed that the defendant told his uncle (Hon. Koffa) through his phone not to share any intelligence with the Director of NSA, including his deputies and assistants thereby labelling the NSA Deputy Director, Hon Steven Dolo as the “Dirty Work Man”.

He (defendant Dolewon) also stated that upon sending these messages to his uncle and others, Cllr. Koffa then requested him to share Deputy Director Dolo’s phone number and photos with him (Hon. Koffa), but he only shared his (Dolo’s) phone number and not the photos as requested.

Finally, defendant Dolewon penned in his statement “I write to appeal to my bosses, mostly Director Stephen Dolo for reporting him to my uncle and moreover, I thought my uncle could talk with Director Dolo to have mercy on me”.

During the course of police investigation into the complaint filed by NSA against defendant Dolewon, the special investigation team meticulously gathered and analyzed that defendant Dolewon is an employee of the National Security Agency of Liberia and assigned at the Head Office, located within the Township of Caldwell, Montserrado County.

Investigation gathered that defendant Dolewon is a nephew to the former Speaker of the House of Representative, Cllr. Jonathan Fonati Koffa.

Investigation revealed that defendant Dolewon sent several confidential information via his WhatsApp number: 0880564913 to Hon. Jonathan Fonati Koffa on several occasions against Deputy Director Stevan Dolo including other senior officers at NSA, presenting security threat to the NSA and threat to the movement and life of some senior officers at NSA.

Summary of the NSA Internal Investigative Report Conducted on Agent Dolewon on Janury 6, 2025 states that “when the suspect (Gibson Toe) was being investigated, his mobile iPhone 15 Promax IMEI number 355777912317488 and Samsung Galaxy S-21 bearing IMEI number 14216951/2 were confiscated. As such, on January 9, 2025, we applied to the Monrovia City Court for insurance of a writ of search & seizure warrant to enable us search the two phones.

While searching the two (2) phones of suspect Toe, we discovered that agent Dolewon, an employee of the NSA and former County Commander of Margibi County had leaked out some sensitive information to the embattled Speaker of the House of Representative, Hon. Jonathan Fonati Koffa against senior officials of the National Security Agency.

The investigation also established that agent Dolewon sent out more confidential information to unauthorized individuals besides the embattled speaker”.

Defendant  Dolewon admitted to police preliminary investigation in presence of his legal counsel identified as Cllr. Yeakula that on December 8, 2024, he sent several messages via WhatsApp (0880564913) to his uncle, Hon. Jonathan Fonati Koffa reporting that he (Hon. Koffa) should not allow the Deputy Director of for Operations at NSA, (Hon. Steven Dolo) anywhere around him (Hon. Koffa) because of the ill-treatment he (Dolewon) had received from the NSA Deputy Director since his ascendency to said position in January 2024.

The defendant also send names of senior officers at the NSA to Hon. Koffa informing him (Hon.

Koffa) that he should be very careful with them and that he should not think they are good to share intelligence with him.

Investigation deems defendant Alex D. Dolewon’s conduct very troubling which could put the life and movement of the concerned NSA’s senior officers at risk thereby constituting the crime Recklessly Endangering the Welfare of Another Person in violation Chapter 14 Subchapter B Section 14.23 of the Penal Law of Liberia.

Defendant Dolewon admitted to the commission of the crimes. Meanwhile, he appealed to his bosses to have mercy on him.

With respect to defendant Dolewon’s assertion that he told Hon. Koffa not to allow the Deputy Director for Operations at NSA (Hon. Steven Dolo) anywhere around him because of the ill-treatment he had received from Hon. Steven Dolo since his ascendency to said position in January 2024, we deemed his (Dolewon) claimed as a replete speculation, which on the contrary, investigation established that he (Dolewon) had an evil motive to subject Hon Steven Dolo and others to hatred, contempt, ridicule, undermine their official status, or to taint their hard-earned reputation that which constitutes the crime Criminal Coercion” in violation of Chapter 14, Subchapter B Section 14.27 of the Penal Law of Liberia.

The investigation had thus established a prima-facie case against defendant Alex D. Dolewon based on the facts and circumstances coupled with the voluntary confession by the defendant.

It was resolved that the defendant be charged with the crimes of unlawful disclosure of  confidential information, mishandling of sensitive information and recklessly endangering another person and criminal coercion.
